D.C. Puts a 4½-Pound Duck on the Foie Gras Ballot
What happened
The Washington Post reported October 25 that Olivia, a 4½-pound Swedish Blue duck, had become the public mascot for D.C. Initiative 86, a November 3 ballot measure that would prohibit force-feeding birds and the sale of products made from force-fed birds, including foie gras. The official ballot formulation assigns routine enforcement to the Department of Energy and Environment. If approved, the law would take effect July 1, 2027, with civil penalties; the D.C. Council could later amend it through legislation.
Why it matters
A charming campaign animal can focus attention, but it cannot replace the text voters are being asked to enact. The useful civic distinction is between the mascot, the advocates' animal-welfare case, opponents' objections about policy and wording, and the legally operative ballot summary. Reading those layers separately makes the story more than a photo opportunity and keeps a duck's popularity from being mistaken for statutory analysis.
The Blappos angle
The duck's breed and weight, the campaign role, the ballot date and the measure's stated effect end above. The Blappos interpretation: Washington has finally found a lobbyist whose entire platform fits into one quack. The magnet's duck, voters, podium, ballot box and skyline are original editorial illustration—not Olivia, a campaign logo, a Capitol photograph, voting advice or an endorsement of either side.
