U.S. offers 40 million barrels from emergency reserve as fuel prices stay high

What happened

The U.S. government said on September 29 that energy companies may apply to borrow as much as 40 million barrels of crude from the Strategic Petroleum Reserve. The offer is the final U.S. tranche of a March agreement under which about 30 International Energy Agency countries pledged a combined 400 million barrels after the war with Iran disrupted markets. Companies have until October 6 to submit proposals.

Why it matters

This is a loan, not a simple sale: participating companies are expected to repay the reserve in crude, with premiums of as much as 24%, and returns are not scheduled to finish until late 2028. The reserve was already below 284 million barrels—its lowest level since 1982—while U.S. gasoline and diesel prices remained sharply above prewar levels. The policy may add near-term supply, but it also pushes replenishment and operational limits into the next two years.
